Kampala-The UK’s Tullow Oil said August 10 it was in “constructive” talks with the government of Uganda over its $1.45 billion purchase of stakes in oil blocks from Canada’s Heritage Oil, after Ugandan Energy Minister Hillary Onek said August 9 the sale of the assets was incomplete until Heritage paid capital gains tax on the deal in full. Onek said in a letter dated August 4 addressed to both Tullow and Heritage that the conditions set for approval of the deal had not yet been met.
