Latin America producers see improving signs for 2010

Houston-Like most of the world, Latin America's energy sector weathered an "annus horribilis" during 2009 as the global economic recession constrained investment and paused E&P activity. As 2010 begins, countries appear to be looking toward a brighter new year, particularly on the oil price front, as operators raise capital budgets in an effort to boost reserves after a year of scanty drilling.
