Shell scraps 400,000 b/d upgrader plan on economics

Vancouver-Shell Canada has canceled plans for a second oil sands upgrader that could have cost about C$30 billion ($29 billion), opting instead to squeeze more capacity out of its existing and already-approved facilities. John Abbott, executive vice president for heavy oil at the Canadian unit of Royal Dutch Shell, told a news conference October 8 the company has withdrawn a regulatory application for the 400,000 b/d upgrader at its Scotford refining complex near Edmonton, Alberta.
