New York-A California judge has moved to halt a big project at Chevron's Richmond, California, refinery. California Superior Court Judge Barbara Zuniga said late July 1 that she would issue an injunction and proposed orders submitted by plaintiffs that included a halt to all work on the project within 60 days.
