Sydney-China's privately owned oil refiners have accused the state oil giants of holding back supplies and fueling the diesel shortage that has gripped the country since the end of September, official news agency Xinhua reported December 1. The diesel shortage has been caused by the monopoly of the oil market by a few state- owned giants, which led to insufficient sup- plies when demand rose, Zhang Yue, chair- man of the petroleum unit at the All-China Federation of Industry and Commerce, told Xinhua. ACFIC is an association of private industrialists and businessmen that advo- cates support for the country's private sector.
