Moscow—A committee led by Russia’s energy ministry has declined to approve the revised budget for the Total-led Kharya-ga project in northwest Russia and is to readdress the proposal at a later meeting, the committee said March 18.Located in the oil-rich Timan-Pechora region, Kharyaga is one of three projects in Russia being developed under the country’s now-defunct production sharing agreement regime.
