Hong Kong-China National Offshore Oil Corporation has added four new blocks to an existing list of 13 it has put up for foreign investment.According to a statement posted on CNOOC's web site, the 17 blocks on offer this year cover a total of 42,020.8 sq km (16,220 sq miles) and are all in the South China Sea.
