Vancouver-Faced with a number of stumbling blocks in its plan to divert 75,000 b/d of bitumen production to domestic upgraders from plants in the US, the Alberta government has made changes to its royalty-in-kind plans to ensure the idea remains alive. Energy Minister Mel Knight said in a statement October 19 the changes to a request for proposals are "relatively minor," but show the Canadian provincial government's willingness to listen to stakeholders.
