OPEC says low oil prices endanger investment

London-Oil prices already have passed below the "critical" levels at which companies begin to reassess the viability of existing and planned investments in expanding production capacity to meet future demand, OPEC said late December 10. In a commentary in its latest OPEC Bulletin for November-December, the group's Vienna Secretariat noted the price of the OPEC crude basket had fallen below $60/bar-rel in mid-October and below $50/b in mid-November, well under the estimated $70/b marginal cost of producing alternative fuels such as oil sands. The basket has since dropped under $40/b.
