New York—Cuba’s long-time shuttered Cienfuegos refinery is producing 55,000 b/d, well within sight of reaching its 66,000 b/d capacity, according to Jorge Pinon, an independent energy consultant and academic at the Univer sity of Miami’s Center for Hemispheric Policy.
