Brussels-EU leaders informally agreed on December 12 on the European Commission's controversial climate package, deciding to stick to proposed binding 2020 EU targets to cut greenhouse gas emissions by 20% below 1990 levels, increase renewables' energy share to 20% and increase energy efficiency by 20%. "The objectives are unchanged," French and current EU president Nicolas Sarkozy told reporters after a two-day meeting in Brussels. "We have to change the model, move to sustainable green growth," he said.
