Brussels—EU leaders are set to endorse unilaterally cutting EU greenhouse gas emissions by 20% by 2020 on 1990 levels, and by 30% if other industrialized nations join in, according to the latest draft European Council conclusions seen by Platts March 8. The leaders are also set to back collective cuts of 60% to 80% by 2050 compared with 1990.
