Washington—The US Minerals Management Service plans to change the review process for offshore oil and natural gas leases to avoid a repeat of problems that led to the elimination of royalty relief price thresholds in a series of Gulf of Mexico leases issued in 1998 and 1999, agency spokesman Drew Malcomb said February 23.
