Baghdad—Iraqi oil minister Hussein al-Shahristani said April 26 he has offered to quit, along with three other independent ministers in the Iraqi cabinet, if it would help Prime Minister Nuri al-Maliki form a government where ministries are not allocated along sectarian lines.
