A federal court struck down a key provision in the US Environmental Protection Agency's 2002 revised new source review regulations,but rejected challenges to several other portions of the rule,elements it said were permissible interpretations of the Clean Air Act.The revised rule,covering power plants,refineries and other industrial facilities,was challenged by environmental groups and several states,who contend it would result in increased air pollution.The revisions were welcomed by industry,which argued the NSR program impeded its ability to upgrade facilities.The rule essentially requires plants to install new and possibly expensive pollution-control equipment if modifications to a facility increase emissions.
