US budget plan cuts oil,gas R&D program

Washington-The Bush administration's proposed us2.57-trillion budget for Fiscal Year 2006 would terminate the Energy Department's oil and gas research and development programs,impose fees for the first time for onshore and offshore drilling permits,and assumes revenues of us2.4-bil from an oil and gas lease sale in the Arctic National Wildlife Refuge in 2007.
