Small traders question restart of Shangai oil trading center

Hong Kong-The Shanghai government and the National Development Reform Commission have given a go-ahead to restart an oil trading center in Shanghai,nine years after it was closed in 1995,according to published reports.Government and industry sources are pleased,but small independent traders indicate they could cold shoulder the trading floor.
