Term crude lifters question OPEC's willingness to stick to April cut

OPEC ministers over the past few days have continued to insist that the cartel will implement its 1-mil b/d cut in crude output quotas at the beginning of April,as scheduled.But term lifters of crude from some major OPEC producers tell a different story.For example,earlier this week,Asian refiners said they had not been notified of any reductions in volumes from Iran and Kuwait and that they expected to lift the same volumes of crude in April as they were allocated in March.Further,traders of West African crude this week said Nigerian National Petroleum Corp.has released between seven to ten extra cargoes for lifting in April.
