Dubai-Saudi Arabia and a handful of other OPEC producers can tap into spare and "surge capacity" to pump an additional 2.5- to 3-mil b/d of crude to meet incremental demand and cool prices,but false reports about the true state of members' capacity,particularly Saudi Arabia's,have distorted the picture and kept oil prices on the boil,a senior OPEC delegate said May 16.
