Panama Canal approach roils shipowners

Late last year the Panama Canal Authority angered shipowners and Pacific Rim countries after it implemented the first phase of a two-part toll hike that will ultimately increase the cost of transit by 12.5%. West Coast Latin American countries complained that higher transportation costs could severely undercut their economies by making their products more expensive.
