ARRA projects are well underway, but new programs look promising

The ARRA-funded BTOP and BIP projects are in now in their second full year of deployments, and the influx of new and comparatively “inexperienced” cable customers has complicated the workflow for fibre and cable manufacturers. These federal programs resulted in a large number of new cable customers entering the market at the same time. Many of these customers were not previously carriers or network operators.
