Rio Tinto Alcan signed a Letter of Intention with Paraguay's Administration Nacional de Electricidad (ANDE) confirming the start of negotiations on a power purchase agreement for a possible aluminium smelter in the country. Under the agreement, Rio Tinto Alcan will work with ANDE on developing an agreement which will balance competitive electricity prices for the new smelter with contributions to social and industrial development in Paraguay. The company estimates that a total of around 2.5bn US dollars will be invested in the plant which is expected to have a capacity of 480,000 tpy. Construction of the smelter would begin around 2014 and it is expected to begin operating by 2016.
