Libya has joined Iran in shunning participation in a production freeze to be discussed at a major meeting of Opec and non-Opec producers in Doha, Qatar, planned for Apr. 17, a senior source says. Both countries could add significant volumes of crude to the glutted oil market in 2016, potentially limiting the effectiveness of the deal on restricting supply (OD Apr.12'16).
