A former Petrobras engineer says the opening of the massive offshore presalt formation to non-Petrobras operators could be the “biggest opportunity" ever for foreign investors in Brazil. “If we open the presalt to other operators, we’ll see investment and technology flow in faster,” said Decio Oddone, a former Petrobras engineer, during an event this week sponsored by the Atlantic Council, a Washington DCbased think tank.
