Ontario Unveils Cap-and-Trade Plan for Carbon

Ontario has unveiled details of a new cap-andtrade plan to reduce emissions of greenhouse gases by putting a price on carbon and joining California and Quebec in a joint market for trading emissions allowances. The plan, which will take effect next January, seeks a 15% reduction in the province's greenhouse gas emissions by 2020 compared with 1990. In the longer term Ontario is pursuing a reduction of 80% by 2050.
