Declaring that the time for discussion is over, Sen. Lisa Murkowski (R - Alaska) said on Monday she plans to introduce legislation this year that would repeal the de facto ban on exports of US crude oil. Lifting the current tight restrictions on US crude imports -- put in place by Congress in the 1970s -- would give US producers full access to the global market.
