The US is considering whether to export crude oil to Mexico, Energy Secretary Ernest Moniz said Monday, a move that would essentially permit the free flow of US oil throughout North America. US oil output has surged in recent years, rising to 9.53 million barrels in March from a low of around 5 million b/d in 2008.
