Sources at China's state-owned refining and chemical giant Sinopec say the proposed Zhanjiang refinery project in southeastern Guangdong province is deadlocked, as partners Kuwait and Total refuse to remain involved if the Chinese firm does not agree to include a petrochemical component (IOD Jun.3'13).
