President Hugo Chavez has appointed members to Venezuela’s Council of State, more than a decade after it was created as the nation’s highest consultative body under the 1999 constitution. Many observers say the move sets up a body that could rule the country during a transitional period if the cancer- stricken Chavez becomes incapacitated or dies before an election scheduled for Oct. 7.
