Panel OKs Japan Nuke Restarts

Plans to restart the first of Japan's 54 shuttered nuclear reactors got a boost over the weekend, when an expert panel said utility Kansai Electric Power's Ohi No. 3 and 4 units are safe for operation. The 12-member panel of scientists -- appointed by Issei Nishikawa, governor of Fukui prefecture where the reactors are located – said in a report it was satisfied with safety measures ensuring plant security in the event of earthquakes and tsunamis.
