Federal regulators may have issued the first deepwater drilling permit since operations were suspended after the BP oil spill disaster, but several members of Congress said the news does not necessarily signal an end to the ongoing slowdown in permitting. Republican lawmakers and Democrats from energy-producing states have been threatening budget cuts and blocking presidential appointments in an effort to pressure the administration to restore permitting to historical levels.
