This followed on the heels of the 2003 U.S. Department of Education National Assessment of Adult Literacy survey, which for the first time contained a health literacy component. The report found that 36% of the adult U.S. population had health literacy levels at or below basic levels (7). Indeed, the Agency for Healthcare Research and Quality recently issued an even harsher assessment based on the 2007 National Healthcare Disparities Report: just 12% of American adults had the skills to manage their own healthcare proficiently (8).
