THE views of China's state-owned enterprises (SOE) on African investment opportunities are varied. The most common reply is often that African deals are too high risk, and not as attractive as those in Australia or Central Asia, for example. However, SOEs also say that they are well aware of the continent's investment opportunities, which are being followed as one of China's government-investment programmes.
