Azerbaijan plans to reveal “concrete proposals” for oil production cuts at a meeting of OPEC and non-OPEC countries in Vienna on 10 December, an Energy Ministry official told Reuters. Azerbaijan is the third-largest producer among ex-Soviet countries after Russia.
