Australia’s BHP Billiton has lodged a force majeure in relation to Service Contract 55 (SC 55) offshore the Philippines. The notice was submitted with the Philippines Department of Energy after delays in receiving the strategic environmental plan (SEP) clearance for SC 55 from the Palawan Provincial Council for Sustainable Development (PCSD), said partner Otto Energy. The SEP was submitted in August 2012 but the PPC has requested BHP submit a comprehensive socio-economic development programme for the province of Palawan before recommending clearance of the SEP by the PCSD.
