Hengyuan Petrochemical, a "teapot" refinery in China's eastern Shandong province, has become the 15th independent refiner in the country to receive a quota to run imported crude. China's National Development and Reform Commission has granted Hengyuan’s 3.5 million tons/yr (70,000 b/d) of imported crude -- in line with its processing capacity. Hengyuan shut down 2.8 million tons/yr of outdated refining capacity to gain the quota.
