State-run Sinopec has dusted off plans for a joint venture (JV) refinery with Kuwait Petroleum Corp. (KPC) in Guangdong in Southeast China, as environmental pressures look set to force it to close two existing plants in the province, well-informed sources tell International Oil Daily.
