Russia's secretive Surgutneftegas has returned to the idea of building a pipeline from its Kirishi refinery to the Ust-Luga export terminal, in anticipation of higher diesel production after last year's launch of the plant's new hydrocracker. A source at Russian oil pipeline monopoly Transneft confirmed to International Oil Daily thatSurgutneftegashas approached the company with a proposal to build the product pipeline.
