Yemen's oil ministry is attempting to peddle new exploration blocks to foreign investors at the same time the state is planning to seize all expiring licenses for existing blocks operated by international oil companies. "If foreign companies want to come to Yemen and invest, they will have to come to the new blocks," Abdulatif al-Dafari, head of exploration affairs at Yemen's Petroleum Exploration and Production Authority (Pepa), tells International Oil Daily.
