Workers from Russian regional producer Tatneft have returned to Libya two years after a civil war in the North African country forced most oil companies to evacuate. According to a Tatfneft financial filing, staff returned to work in Tripoli in recent weeks and the company has informed Libyan authorities that it wants to lift the force majeure it announced when the civil war broke out in 2011.
