Russian Oil Firms Ask Putin for Greater Shelf Access

Russian oil majors are seeking a greater role in the development of the country's shelf reserves at a time when Moscow is set to offer unprecedented tax breaks to make these offshore oil and gas projects viable. Four Russian oil majors sent a letter to Prime Minister and President-elect Vladimir Putin last week seeking to increase the number of companies authorized to work on the country's shelf.
