Access to Reserves Tops List of Energy Risks, Consultant Says

Access to reserves has returned to head Ernst & Young's (E&Y) list of the top 10 business risks for the oil and gas sector in 2011 — the ranking it held two years ago before slipping to second place in 2010 behind uncertain energy policy (IOD Oct.21'10). Of the respondents to this year's survey, 55% of those in the energy sector reported limited success managing the risks associated with expansion of the government's role — a higher proportion than in any of the other six sectors that E&Y surveys. Obstacles include stiff local content rules, ownership regulations that limit foreign participation, the tightening of environmental safety standards, and shareholder activism.
