Russia has proposed joint development of oil and gas resources of an island disputed by Japan, the Japanese Nikkei newspaper reported Wednesday. Viktor Ishayev, Russia's presidential envoy to the Far Eastern Federal District, told Nikkei that Russia will ask Japan to collaborate in developing reserves off Kunashiri, one of four Russian-held islands claimed by Japan. Kunashiri is the most southerly of the island group, known as the Kurils in Russia. Kunashiri, which lies north of Hokkaido, holds an estimated 350 million tons (2.6 billion bbl) of oil, according to the Russian Academy of Sciences.
