The US this week lifted sanctions on Shokri Ghanem, the former head of Libya's National Oil Corp. (NOC), who announced his defection on Jun. 1 (IOD Jun.2'11). Adam Szubin, director of the US Treasury Department's Office of Foreign Assets Control (Ofac), said on Tuesday that "our sanctions are intended to prevent harm and change behavior. To the extent that sanctioned individuals distance themselves from the regime [of Libyan leader Muammar Qaddafi], these measures can be lifted."
