The US oil and gas industry's top lobby group said Wednesday it is too soon to say whether the rules and regulations that New York has proposed for shale gas development will deter energy companies from pursuing opportunities in the state. New York state regulators issued a set of recommendations last Friday that would place portions of the Marcellus Shale off limits if the plan is ultimately implemented and accepted by Governor Andrew Cuomo, a Democrat.
