BP's troubles in Russia escalated Monday when its Russian partners in the TNK-BP joint venture voted to withhold dividend payments. That came the day before a Lon- don court case when the partners will seek to freeze a separate tie-up between the UK major and Russian oil giant Rosneft - as well as the announcement of BP's fourth- quarter earnings.
