Colombia's constitutional court has blocked a plan by President Juan Manuel Santos to sell part of the government's stake in state-controlled oil firm Ecopetrol. On Monday, the court ruled that an emergency decree issued by Santos on Dec. 29, in which he authorized the sale of 10% of Ecopetrol in order to pay for reconstruction after devastating floods, was illegal. The court said the government must present the proposal to the legislature for approval.
