With the price of oil hovering above $100 per barrel, an offshore field called Old Harry in Canada's undeveloped Gulf of St. Lawrence is attracting lots of attention. Oil companies look at it and see oil and liquids-rich natural gas located in shallow waters near a refinery with access via tankers to markets in North America and Europe.
