Hin Leong Mulls Refinery

Singapore trader Hin Leong is under- stood to have signed a memorandum of understanding with a Chinese company and - possibly - a European partner to build a 300,000-500,000 b/d refinery in the city-state, local newspaper Business Times reported Wednesday. The $6 bil- lion-$8 billion refinery would be near Hin Leong's 2.3 million cubic meter (14 million bbl) Universal Terminal, which opened in 2008 (IOD Oct.28'08,p5). Hin Leong's traditional business consists of buying middle distillates and fuel oil from Asian exporters such as South Korea and Singapore, and re-exporting cargoes to its main markets in Indonesia, Vietnam and China.
