The head of Libya's National Oil Corp. (NOC) said Monday that the country will not meet its 2012 target for boosting crude oil output capacity to 3 million b/d. "Achieving 3 million b/d by 2012 is not on the table because of a lot of changes in the market and budget constraints," NOC boss Shokri Ghanem said.
